How Our Laws Are Made

Law new is a term that describes the proliferation of companies, startups and law firm subsidiaries augmenting traditional legal services. Although there is no agreed-upon definition of the term, it tends to encompass organizations that are changing how legal work is conducted.

How our laws are made

The process of drafting and passing legislation begins with an idea for a policy change. Those ideas may come from many sources, including a senator’s constituents, an interest group advocating for a particular cause or State agencies and departments. The legislative staff will then draft a bill based on the information submitted. The draft will be a comprehensive document that includes the purpose of the legislation, the intended effect and a detailed list of all changes from existing law.

After a bill is drafted, it will be assigned to a committee. A committee report will accompany the bill. This document is often the most important element of the legislative history, describing the bill’s scope and explaining its purpose in detail. The report will also include a section-by-section analysis of the bill and a description of any executive communications related to it.
