A law new is a proposal for a new law or for a change in existing laws. A bill may be proposed by a member of Congress (a Senator or Representative) or it can be recommended to a Member of Congress from the people or by government agencies. A bill is then assigned to a committee where it can be researched, debated, and amended. Once a committee votes to recommend a bill to the House or Senate, the staff writes a Committee Report that explains the purpose and scope of the legislation. This report includes a section-by-section analysis that clearly sets forth precisely what the law is intended to do.
